Overview

SLC Rail supported the West Midlands Combined Authority (formerly Centro) and Worcestershire County Council with the development and funding of the new, relocated Bromsgrove Station, as well as providing commercial and technical advice around the introduction and ongoing operation of the station.

Scheme development and funding

SLC Rail were commissioned by Centro to design a funding structure and develop a station relocation project, to overcome affordability issues which had held back earlier inititatives. We identified alternative funding sources for the scheme and submitted the funding proposal on behalf of Centro and Worcestershire County Council. This was accepted by ministers in December 2010.

The team from SLC Rail worked with design partners and architects to develop the high-level plans up to the outline design stage. Our design management services ensured that the expectations of the client as well as rail user groups were met by the proposed scheme.

Commercial and technical advice around scheme delivery

Centro appointed Network Rail to deliver the construction project, while SLC Rail provided commercial and technical assistance with the implementation, handover and ongoing operation of the station, including:

  • Agreeing implementation requirements with London Midland and other agencies.
  • Providing continued advice on funding arrangements.
  • Providing technical advice on a wide variety of safety and regulatory matters.

Outcome

The scheme was delivered successfully and a full train service started on 12th July 2016. Public feedback was overwhelmingly positive.
